The two lines together

The 3 accumulates hard-won knowledge of what does not work, which is exactly what the 5 is expected to deploy. Handled well, this becomes genuine, tested practicality.

Handled badly, it is the profile most prone to reputational bruising: the 3 keeps experimenting in public, and the 5 gets blamed when the experiment fails. Being explicit about what is a trial is most of the defence.
